The Ministry of National Solidarity has established a model internal regulation for wilaya-level committees focused on special education and vocational guidance. This initiative aims to standardize the operational procedures for supporting individuals with special needs, ensuring their educational and vocational paths align with their individual abilities and the nature of their disabilities. These committees, based at the social activity directorates, are responsible for reviewing admission applications for educational and training institutions, identifying appropriate placement services, and monitoring social and professional integration programs. The regulation also clarifies the processes for certifying worker status for people with special needs and reclassification under Law 25-01 of February 20, 2025. To ensure accountability and inter-sectoral coordination, the committees are required to submit annual activity reports to relevant ministries, fostering a unified national approach to social inclusion.
