The Ministry of Finance has issued new instructions to wilaya treasurers to simplify the payment of investment expenses for projects carried out by public institutions. This move follows reports of implementation delays, particularly in the higher education sector. According to a memorandum dated October 19, 2026, signed by the Director of Accounting Organization and Implementation, only four documents are now required to process payments: the delegation contract, the individualization decree, the activity credit programming document, and the appointment decision for the deconcentrated activity official. The measure is intended to standardize accounting procedures across all wilayas and expedite the delivery of public projects by clearing up bureaucratic hurdles and inconsistent interpretations of regulations.
