New tax incentives to boost housing accessibility by 2027

The Algerian government is preparing to introduce financial and real estate facilitation measures by 2027 to reduce the costs of acquiring homes through Islamic finance and state-subsidized programs. The 2027 draft finance bill proposes exempting Mourabaha, Ijara Mountahia Bitamlik, and Istisnaa contracts from property transfer and real estate registration fees. Under these changes, registration fees will be calculated based on the value of the property purchased by the financier, rather than the total contract value. Furthermore, the reforms extend tax exemptions to all state-supported housing projects and introduce a modernized fee structure for real estate transactions, aiming to simplify property ownership and streamline the real estate registry system.
