Investigation reveals Israeli military knowingly targeted Jabalia despite high civilian casualty estimates

A new investigation based on testimony from Israeli soldiers indicates that military leadership was fully aware of the anticipated death toll during the October 2023 strike on Jabalia refugee camp. The operation intended to assassinate Hamas commander Ibrahim al-Biari by destroying residential structures over a tunnel without evacuating civilians. Military estimates predicted between 250 and 300 Palestinian fatalities, a plan authorized by Chief of Staff Herzi Halevi. Six 1,000kg bombs were dropped, resulting in the total destruction of the residential area. The rights group "Breaking the Silence" criticized the decision, arguing that killing hundreds of civilians to eliminate a single commander contradicts claims of minimizing harm to non-combatants.
