Dr. Ibtissem Mebarki, a professor of media and communication sciences at the University of Blida 2, states that media has evolved into a strategic weapon beyond mere news reporting, playing a pivotal role in cyber warfare. According to Mebarki, disinformation and psychological operations are now used as 'soft power' to undermine institutional trust without military intervention. Regarding Algeria, she highlights that achieving digital sovereignty relies on legal frameworks, such as the 2023 Media Law, and the strengthening of digital infrastructure, including national data centers and specialized human capital. She also warned against the influence of global platform algorithms on public opinion, urging national media to adopt proactive verification strategies. By filling information gaps and fostering collaboration between universities and media institutions, Algeria can build the necessary societal resilience against cyber threats and the spread of false narratives.
