The Ministry of Housing has outlined the progress of the 'AADL 3' program, launched by President Abdelmadjid Tebboune during his visit to Khenchela in May 2024. The digital registration platform, opened on July 5, 2024, recorded over 1.44 million applicants. The ministry has completed engineering and geotechnical studies for 200,000 housing units and plans to develop 16 urban centers out of 47 across the country. The official start of construction and site placement is scheduled for November 2025 in Constantine, with 8,050 units planned for the Massinissa urban center. Subscribers will begin paying their first installment in two phases, starting December 21, 2025.
