Algerian emergency passport: eligibility, documents, and application procedure

The Algerian emergency passport, established by a 2016 decree, is an exceptional travel document separate from the standard biometric passport. Valid for a maximum of one year and non-renewable, it is intended only to address urgent and unforeseen circumstances rather than serving as a regular travel title.

Eligibility is restricted to six specific situations for Algerian citizens, whether living in Algeria or abroad. Qualifying reasons include health issues, professional requirements, administrative obligations, or family emergencies such as a death or court summons. Cases of lost, stolen, or damaged passports are also covered, provided the applicant can prove the necessity of travel. Mere leisure travel does not qualify for this document.

The application process depends on the applicant’s location: the governor (wali) handles requests for residents, the Ministry of Foreign Affairs services manage those for Algerians passing through Algeria, and diplomatic or consular posts process requests from abroad. Required documentation includes a signed form, recent photos, tax stamps, and official proof of the emergency. It is highly recommended to verify that the destination country accepts this emergency document before finalizing travel plans.
