Health Sector: Exceptional Approval for Permanent Contract Hiring
The General Directorate of the Civil Service has granted exceptional authorization to the Ministry of Health to fill vacant positions for contractual staff under the 2026 budget using full-time, open-ended employment contracts (CDI). This measure is intended to address urgent human resource shortages and ensure the effective operation of health institutions. The approval serves as an interim solution while awaiting the modification of the interministerial decree from December 26, 2019, which regulates staff classification and contract terms. The Civil Service has urged the Ministry to accelerate regulatory updates and submit a comprehensive report on contractual staff changes since 2022 to align with future budgetary planning.
