France Insoumise proposes allowing Algerian retirees to receive solidarity grants abroad

The parliamentary group "La France insoumise" has introduced an amendment in the French National Assembly seeking to enable Algerian and Maghrebian retirees, known as "Chibanis," to retain their solidarity pension (ASPA) even after returning to their home countries. Supported by 73 deputies, the proposal asks the government to provide a report studying the elimination of the residency requirement for this specific demographic. The initiative focuses on first-generation migrants who worked in France during the "Trente Glorieuses" (1946-1975) and contributed to sectors such as construction and industry. Eligible individuals would need at least 15 years of legal residence and history of social security contributions in France. Proponents argue that the current residency rule forces many elderly people to choose between living apart from their families or losing their only source of income, emphasizing that these workers have contributed significantly to the French economy throughout their lives.
