New Algerian Penal Code: Capital Punishment for Serious Crimes

President Abdelmadjid Tebboune has signed Law No. 23-13, amending the Algerian Penal Code to strengthen punitive measures against serious offenses. The legislation introduces the death penalty for the abduction of children accompanied by torture or sexual assault, explicitly excluding any mitigating circumstances. Furthermore, the death penalty is now applicable to intentional forest and crop fires, particularly when linked to foreign entities, organized crime, or acts threatening national security, the economy, or the environment. This directive also targets those who incite, finance, or facilitate such crimes through any means, including digital communication platforms. Additionally, the law mandates capital punishment if an intentional fire results in loss of life, while other acts of property destruction remain subject to prison sentences ranging from 10 to 20 years.
