The Ministry of National Education has released a new executive decree, numbered 26-310, setting strict regulatory and pedagogical standards for private educational institutions. The text mandates the exclusive use of official national curricula and requires the Arabic language to be the primary medium of instruction across all subjects, excluding foreign language courses. The use of foreign programs and non-approved materials is strictly forbidden. Key requirements include appointing an authorized pedagogical director, separating school ownership from administrative management, and providing a 15% bank guarantee to ensure operational continuity. The decree also introduces compulsory schooling and performance contracts to regulate relationships with parents. Schools currently in operation have a three-year transition period to comply with these infrastructure and administrative requirements, or face revocation of their accreditation and closure.
