2027 Finance Bill: A New National Fund to Repair Storm-Damaged Infrastructure
The 2027 Finance Bill introduces a special fund titled the "National Fund for the Repair of Damage Resulting from Bad Weather." This initiative is designed to finance the rapid restoration and reconstruction of vital infrastructure, including roads, highways, ports, and airports, following climate-related disasters, bypassing lengthy registration procedures. The fund will be sustained through several streams: 15% of automobile vignette proceeds, 5% of taxes on new vehicle purchases, 25% of traffic violation fines, as well as public domain usage fees and direct state budget allocations. This decision addresses the significant financial burden on the public treasury, with flooding accounting for over 681 billion dinars in material losses in Algeria over the last twenty years. As climate change increases the frequency of extreme weather events, damaging essential networks and economic activities, this measure aims to improve disaster response, aligning with global trends where financial losses from natural disasters have doubled in the past two decades.
