France: Court of Audit questions rent control effectiveness

The French Court of Audit has released a critical assessment of the current rent control system in high-demand areas, labeling it both complex and fragile. Since its implementation under the 2018 ÉLAN law, the policy—which covers 1.2 million private tenants—has faced challenges regarding its statistical accuracy and legal clarity. The Court noted that data collection remains unreliable, particularly for properties rented directly by owners, leading to inconsistencies in rent estimates and difficulties for tenants seeking legal recourse. With the experiment set to expire in November 2026, the Court suggests two possible paths: either extending the policy while implementing structural reforms to improve data reliability, or replacing it entirely with a reinforced Rent Reference Index (IRL) for better simplicity.
