A new executive decree has established clear regulations for the accreditation and operation of private educational institutions. These schools are now recognized as public service providers and are strictly required to adhere to national curricula, with a total ban on foreign programs and unauthorized textbooks. Instruction must be conducted in Arabic. Private schools are also obligated to publish their tuition fees three months before the school year begins. The decree sets rigorous criteria for founders, including proof of good conduct and a bank guarantee. Furthermore, pedagogical directors must possess at least a bachelor's degree and ten years of professional experience. All institutions are subject to oversight to ensure full compliance with national identity, security, and safety regulations.
