France: Decline in new residence certificates issued to Algerian nationals

A recent report by the French Ministry of the Interior indicates that by the end of 2025, 616,419 Algerian residence certificates were active, a slight 0.4% increase from the previous year. Despite this stability in the total number of holders, the report shows a downward trend in new issuances: first-time certificates dropped by 7.1% to 26,800, and renewals fell by 3.5% to 121,110. These residence permits are governed by the 1968 bilateral agreement. The report also highlights a broader category of 658,232 residence titles and provisional documents, in which Algerian nationals are the most represented group among third-country nationals. Officials note that these figures provide a statistical overview of regular immigration status as of late 2025, without explicitly signaling specific changes in administrative policy.
