A study based on INSEE figures reveals that three million foreign-born individuals have acquired French citizenship since 2000. Conducted by the Foundation for Political Innovation and the Immigration and Democracy Observatory, the research highlights a record volume of naturalizations, primarily achieved through decrees, the delayed right of soil, and marriage. Between 2004 and 2023, Moroccans topped the list with over 404,000 naturalizations, followed by Algerians with approximately 323,000 and Tunisians. In total, individuals from Africa account for over 61% of those who became French over the last twenty years. The study also notes growing migration flows, with 3 million visas issued and 377,000 residence permits granted in 2025 alone, pushing the share of legal foreign residents in France to a record 9.1% of the total population.
