University fund approved to back innovative start-ups

Algeria’s Commission for the Organization and Supervision of Stock Exchange Operations (COSOB) has approved the creation of the University Fund for Innovation and Start-ups, a collective venture-capital investment fund. The decision was made at the commission’s meeting on September 29, 2026, according to a statement issued today.

The fund’s proposed initial assets amount to 280,354,200 Algerian dinars. It falls under Regulation No. 24-02, dated October 23, 2024, which governs collective venture-capital investment bodies. Management will be entrusted to the Financial Investment Company of the University of Algiers 3, a joint-stock company under the higher education and scientific research sector. Its registered office is at 11 Doudou Mokhtar Street, Ben Aknoun, Algiers.

The fund will target unlisted start-ups and innovative companies and projects connected to the country’s university, scientific, technological and entrepreneurial ecosystem. Its priority fields include digital technology and artificial intelligence; health and biotechnology; agriculture and food industries; energy and the environment; industry, logistics materials and technology services. The aim is to help promising ventures grow and move from research and innovation to investment and expansion.

This is the second fund to receive approval under the new regulatory framework. COSOB said the decision reflects continued efforts to develop the institutional and regulatory framework for alternative financing and to expand the use of venture capital to fund promising businesses and projects.
