2027 Finance Bill: New Measures for Vehicle Customs and Automotive Taxation

The 2027 Finance Bill proposes several regulatory adjustments for the Algerian automotive sector. Article 168 allows for the customs clearance of new and used vehicles currently stranded in ports due to expired import deadlines, subject to a 3% penalty fee on total duties for every month of delay. For new vehicles, eligibility requires an age under 6 months and a mileage not exceeding 1,000 km, aiming to alleviate port congestion caused by logistical delays. Additionally, Article 32 suggests an increase in the vehicle tax (vignette) for cars with 10 horsepower or more that are over 6 years old. A new legal framework is also introduced under Article 34 to manage the recovery of unsold vignettes once the fiscal year concludes. Regarding fuel, Article 218 grants authorities the flexibility to review prices when necessary, seeking to balance the maintenance of citizen purchasing power with the fiscal stability of the public treasury.
